Translation administrators are users who have the technical ability to mark pages for translation, and set up pages with the Translate extension.
Users can request translation administrator rights at Wikidata:Requests for permissions/Translation administrator if they are willing to help other users or need it and they know what to do (because they've read the documentation and if possible tested it). Bureaucrats are tasked with deciding whether to grant translation administrator rights, and they are removed if a bureaucrat deems it appropriate to do so (e.g. due to inactivity). Administrators do not need to undergo another discussion to become translation administrator; they can self-grant the rights to their account if necessary.
