The use of catalog has been suggested in the past. It works well for multiple catalogs. The notion that some think it should be different is not here nor there it is a separate dicussion. There is nothing new here. It has been mentioned repeatedly and it is the result from a suggestion made at the time. The point of Wikidata is that it is useful and in this way project management is possible for Wikipedia in multiple languages.  Keep of course all streets are notable because of point 2 of Wikidata:Notability. All streets are clearly identifiable conceptual or material entities and could be described by serious and publicly available references. There are official documents like street directories, there are tourist guides, special books which describes street names in communities and also maps and atlases, which all are serious and publicly available references. --Balû (talk) 05:56, 29 August 2017 (UTC)

But it's exactly what Wikidata must do. It's the difference from "collecting list of data" and collecting structured data". If you have only a list of street without other reason to have them, (only because they exist) you have a "street guide". The world have billions of roads and is out of scope to have all the streets of the world in Wikidata. We can have "anonymous" streets only because they are useful to add more info in item already notable (for ex. to complete an address or to specify a border of a quartier of a city). The mission of Wikidata isn't to have all the data of world, but to have all the data of the worl in structured manner. If data aren't structured are useless and a list of street in a city aren't structured it's only a list. --ValterVB (talk) 13:33, 24 September 2017 (UTC)
Even for top counties like US it would be 10000-100000 streets - few counties have such scale.
We have located on street (P669) but we cannot possibly have items for them as values... Clever move? No.

If the usage in The law of reverse relations between the content and the volume of the concept (Russian) (Q4184865) and Q4184872 is correct, the item is notable. Otherwise it isn't. @Fractaler, Infovarius: item can be used but we don't have a good description of it. So it would be very difficult to reason how to apply such item and when to stop.
