Motivation

Now I can only find the higher education institution (Q38723) UID in list of all higher education institutions/全国高等学校名单 and it's also listed in zh-wikipedia [1]. There is no public and unified entry to search the code nationwide from kindergarden to university now.

The first two digits identify the level/type of educational institution (Q2385804). The 3rd and 4th digits identify the highest level administrative division code like China administrative division code (P442).
