RFC or Request for vote?[edit]

It's exactly a clone of what happened in project chat. A list of opinions without justiication (The closest thing that looked like a justification I can see is my opinion (I don't see any advantage of making an exception), but it has been left unanswered every time ... which make me wonder why people voted for the exception option if there is nothing to answer. Sometimes discussions on administration rules are reduced to a number battle, except nobody seems to try to find meaning or justification to numbers, which make the discussion seem pointless.
