This is an issue with municipality / municipality seats due to cebuano import. We never had a decision on how to handle them (and a query shows hundreds of cases) --Sabas88 (talk) 15:29, 23 August 2018 (UTC)

@Sabas88: If the municipality contains more than one settlement, it would be wrong to say the municipality and the main settlement are the same thing, so we should have separate items in those cases. Oppose - If the items can be merged they should be merged on the cebwiki first and Q30025557 should only then become a redirect to Q19291. If they cannot be merged both should remain unchanged.
