- Motivation
1. Agrees with OKVED 1.1, whose codes are specified in a 2012 table of organizations. OKVED 1.1 is based on Statistical Classification of Products by Activity in the European Economic Community, 2002 version (Q26710441), preserving its codes up to 6 digits and the corresponding concepts; 7- to 9-digit codes are Russia-specific.
2. Newer than OKP (but OKP is used in ТУ numbers, and OKPD2 is even newer [and also used in ТУ sometimes]).
3. It's the only Russian goods and services classification for which I found an actual full text with notes and an introduction.
