metropolis with less than 1 mio inhabitants

'metropolis' is a subclass of 'city with millions of inhabitants', but the description of 'metropolis' says 'very large and significant city or urban area usually with millions of inhabitants', which means there could be entitis which are a 'metropolis', but have less than 1 mio inhabitants. And there are. Most of them are turkish or south african because they are classified as 'metropolitan muncipality in turkey/south africa' which is a subclass of 'metropolitan muncipality' which is a subclass of 'metropolis' which is a subclass of 'city with millions of inhabitants'. In my opinion that last subclass classification should be removed. But i am not sure because if that's the problem, I would expect more miss-classified cities from other countries. How do you think we should fix that?
