Substitution

In the documentation, there is the follwoing note: "Do not substitute this template!". Why? In the source code, there is an empty HTML comment with a line break; I'm not sure what is its purpose. On the English Wikipedia, Meta and MediaWiki, there is no such comment and the template can be substituted. Korg (talk) 13:46, 3 October 2023 (UTC)[reply]
