@Arccosecant: from Wikidata:External identifiers, one reads "External identifiers are strings that represent identifiers used in external systems (databases, authority control files, online encyclopedias, etc.)." It seems it fits our case here; "2016-3" is a string that is used to identify a session law in an external system (North Carolina general assembly). Pamputt (talk) 05:56, 19 May 2021 (UTC)[reply]
