Surely Malta should be included as the only European country to have never recorded a frost. The lowest ever officially is 1.4C, with a previous unofficial 1.2C recorded in the 1800s by the University in Floriana. The -1.7C stated on your website(& elsewhere on the internet) for Ta 'Qali has no proper sources & is completely unofficial. It was most likely recorded with unstandard equipment (a simple max/min thermometer) in unstandard conditions (on the ground or touching a surface). It should be completely discounted as it is by the Met Office in Malta.
