I've being trying to add missing property proposal discussion (P3254) statements to properties, however I could not find a successful proposal for size designation (P8030) (the closest proposal I could find was Wikidata:Property proposal/military unit size, but that proposal failed). Given you created size designation (P8030), could you point me to the property proposal for it? Thanks.

You can use that one I suppose. I went looking for it and didn't find it, and certainly didn't realize and hadn't gotten any notification that it had been closed, which is a bit of a surprise. Nonetheless, I've evolved it a bit in the meantime as I've developed the use of it, so maybe it makes sense to make a fresh proposal to reflect how it is currently set up.
