- Agree, but we then probably need a third type who describes them both in one. In Sweden (Q34) we make it even more complicated. When the councillors act in the legislative body they are just counsillors. But when the councillors act in committees they can sometimes also be executive. That depends on how the municipality has organized its work. For example when I send my reports to the municipality, I do that to white collar workers. But if I fail to send my reports in time or they are not up to a given standard, it is given to a committee of councillors who can warn me or send a file to the local court who can fine me or even send me to prison. -- Innocent bystander (talk) 09:00, 1 July 2017 (UTC)
