Dito nilagdaan ni Pangulong Emilio Aguinaldo ang mahahalagang dekreto, kabilang ang pagkilala sa mga huling Espanyol na sumuko sa Baler, 30 Hunyo 1899; itinatag ang Kawanihan ng Salaping Papel, 30 Hunyo 1899; ipinatupad ang Batas sa Pagkamamamayan, 5 Agosto 1899; itinatag ang sistemang koreyo, 29 Agosto 1899; binuo ang Korte Suprema, 15 Setyembre 1899.
