为加强城市节约用水管理，贯彻可持续发展战略，合理利用水资源，保障人民生活，促进经济和社会发展，根据《中华人民共和国水法》和国务院批准发布的《城市节约用水管理规定》等有关法律、法规，结合本市实际，制定本办法。 (Chinese)
