Use on items that do not have a heritage designation[edit]

@Fralambert:

I have ran into quite a few Atlas IDs that are for historical markers *only* and do not have heritage designations.

Examples:

5425001226 5507017968 5507015646 5251000878

I do see that it says an "exception to constraint" can be used, but I haven't found any exmaples on how to do that. This has also popped up often enough that I thought I'd ask if there is a different, more correct way to list these historical plaques.
