This corresponds to a discernable copy of the image distributed, which is the equivalent of publication under United States copyright law. None of the images contain a copyright notice. All official portraits displayed in this manor are in the public domain up until 1977. A decision is being made if post 1977 portraits will be released under a creative commons license.
