دیوان‌سالاران کاربرانی هستند که توانایی فنی برای افزودن مدیران به مدیران، دیوان‌سالاران، مدیران ترجمه و ربات‌ها را دارند. آن‌ها توانایی فنی برای برداشتن دسترسی ربات و سایر کاربران را نیز دارند.

وظایف

اختیارات کاربران

دیوان‌سالاران (به انگلیسی: Bureaucrats)‏ کاربرانی از ویکی‌پدیا هستند که دسترسی فنی بیشتری نسبت به بقیه دارند، این امکانات عبارتند از:

   اعطای دسترسی بیشتر به کاربران همچون: گشت‌زن،مدیر یا دیوانسالار.
   اعطای پرچم به ربات‌ها یا الغاء وضعیت رباتهای دارای پرچم.
   تغییر نام کاربری کاربران.
   مدیر کردن مدیرانی که قبلا انصراف داده‌اند در صورت تغییرنظر آنها.

دیوانسالاران می‌بایست با توجه به سیاست‌ها و اجماع کاربران نسبت به ارتقای دسترسی کاربران به مدیر یا دیوانسالار اقدام نمایند. اما این اقدام تنها زمانی قابل انجام است که اجتماع کاربران در این خصوص به اجماع رسیده باشند. این اجماع در صفحه درخواست‌های مدیر شدن قابل پیگیری است.

از دیوانسالاران انتظار می‌رود در تغییر نام کاربران به درستی عمل نمایند و همچنین به اعطا یا لغو پرچم به رباتها با توجه به نظر و پیشنهاد گروه مجوزدهندگان ربات اقدام نماید. همچنین دیوانسالاران میبایست توانایی جمع‌بندی بحث‌ها و دستیابی به اجماع را داشته باشند و از آنان انتظار می‌رود تا دلایل نتیجه گیری خود را بصورت شفاف بیان نمایند.

دیوانسالاران توانایی ندارند تا دسترسی مدیری را لغو یا کاهش دهند و همچنین قادر نخواهند بود تا دسترسی‌های دیگری همچون بازرس کاربران یا پنهان‌گران به کاربران اعطا نمایند. این اقدامات توسط ویکی‌بدها انجام می‌شوند.

Bureaucrats are tasked with closing rights removal discussions and bringing to Meta those that they cannot technically carry out themselves (for example, administrator access removal). They are allowed to use discretion when closing rights requests that have been affected by canvassing (on this wiki, on other WMF wikis, or outside of Wikimedia) or socking. Finally, they should refrain from closing rights discussions that they have participated in.

تغییرنام

Before 15 September 2014, bureaucrats had the technical ability to rename users. Renames are now done by global renamers and stewards.

دیوان‌سالار شدن

Bureaucrat access is granted after a successful request at Wikidata:Requests for permissions/Bureaucrat. 80% support and at least 15 supporting votes are required after at least a week of discussion.

از دست دادن دسترسی دیوان‌سالاری

The bureaucrat flag can be lost due to inactivity, through a rights removal request (50% support of removal is needed), or by voluntary resignation. A bureaucrat loses their status with the admin flag when the admin flag is removed due to inactivity, or when the admin flag would be removed if the bureaucrat is not an admin. Inactivity is defined as less than five bureaucrat/administrator actions over this six month period. Bureaucrat accounts are checked for inactivity on a monthly basis. There are currently 3 local bureaucrats. In addition, six users are Wikimedia Deutschland staff who have temporary access in absence of a staff group, and who don't use the rights under normal circumstances.
