Task/s: merge and redirect

Code: User:PLbot/PLbot 10

Function details:

1. Every day, around 100 items are merged without creating a redirect due to phab:T59745. I'm tracking those items at User:Pasleim/Items for deletion/Almost empty. The first task of the bot will be to create the missing redirects.
2. On https://tools.wmflabs.org/yichengtry/ users can tag two Wikipedia articles to be about the same topic. The tags are saved in a database on Tool Labs but are not propagated to Wikidata yet. The bot will access the database and merge all article pairs which were tagged by two or more users.
