Motivation
Codes within the Harmonized System are used globally to classify goods, products and objects for customs purposes when they are traded internationally between country borders. The Harmonized System is a taxonomy where each level in the taxonomoy is assigned a code. The World Customs Organization maintains this system on behalf of the 200+ member countries, so the applicability of these codes is very global and widely adopted. Comment Since it is described as a "category" or to "classify" things, can you describe whether you expect it to satisfy the uniqueness constraint we expect of identifiers (there should never be two items with the same value)?
