Could you change the flag ( this one : https://commons.wikimedia.org/wiki/File:Flag_of_Basse-Normandie.svg ) by this one :
https://commons.wikimedia.org/wiki/File:Flag_of_Normandie.svg
There's no Flag of Lower Normandy or Upper Normandy. So there's no reason to have different files (as in the Upper Normandy Wikidata)
