If the item has multiple claims for the property, having start time (P580) and end time (P582), with one claim having only start time (P580), meaning this is the current state, then this claim is set to have preferred rank.

If the property already has preferred rank statement, or has more than one eligible statement, the bot ignores those for now. Also, items with date of death (P570) are ignored (those tend to be historic humans for whom "current" has little meaning).

Example: People's Republic of China (Q148) has a number of entries for head of government (P6), but current one isn't preferred. The bot would fix that.
