The ELT is not part of Cerro Armazones Observatory, which is easily checked by reading the Wikipedia article of that observatory, which explains that this was an observatory owned and managed by two universities. The ELT (under construction) is the largest telescope in the world and is managed by the European Southern Observatory. No official name has been published for the observatory so far.
