Task/s: Creating and updating "prompt pages" which compare (or diff) an external CSV file with what's in Wikidata.

Function details: Prompter Bot is responsible for updating "prompt pages". A prompt page is one that contains the Template:Compare Wikidata with CSV template.

The bot is triggered manually by the "Refresh this prompt" link is clicked on a prompt page, e.g. see User:Chris_Mytton/sandbox/prompts2/Heads_of_Government.
