Proposal 11: make a user right to override Spamblacklist[edit]

I think sometimes we needs to add links which is banned in m:Spam_blacklist or MediaWiki:Spamblacklist (current none), such as in TinyURL (Q1196499) and so on. We can add it to autopatrolled/rollback/PC group or create a new user group.--GZWDer (talk) 10:49, 21 October 2013 (UTC)
