It is not a good feature that in wikidata that adding edit summary seems not to be possible by default, an so the user who removed the link to the picture last summer was not able to add the edit summary, and neither I when I removed the link to the picture again a moment ago. Now I added the explanation both to the discussion page of the file and the to the discussion page of the wikidata item and to the discussion pages of articles that were using the image. No, my intention is to create an item for the official position established in Russian Empire since Peter the Great. Empire and Tzardome are the same thing, it is in Slavic world known as former.
So your intention was about R.Empire... Because Empire is not Tsardome. And very far from Period of appanages (Q13403037). But this item was used for all these periods which is not adequate from historical point of view. And rulers from these periods have different names too...
@Infovarius: I realise now. We should merge it with Emperor of All Russia (Q2618625). I did not find any other item connected to this item except Peter the Great (Q8479).
I propose to change its meaning to "Tsar of Russian/Moscow Tsardom (1547-1721)". I am changing statements according to this.
