I run several bots, so it's unclear what "this bot" is supposed to be. Assuming from the context that you mean User:QuickStatementsBot, it is actually new, for the new version of QuickStatements. Version 1 requires you to keep your browser tabs open and running. Version 2 allows you to run your commands "in the background" on the server, in which case it can't use OAuth editing, but needs to use a bot to make the edits. Does that answer your question?

Version 2 is here. Use "import commands" to use the version 1 commands (no MERGE, but some additional functions). You can then run them in the browser (as before), or "in the background", which requires the bot. On the "Import commands" screen there are also instructions on how to create pre-filled URLs with commands, e.g. via template on Wikidata.
Oh, and I'm too busy with other things to do any admin work ;-)
