In 2087, the United Federation of Planets was formally incporporated at the Interplanetart Converence at Babel. […] Responding to the obvious need for interstellar security, the UFP Star Fleet was mustered at this first Babel Conference, and the brilliant strategic placement of Starbases was outlined by Star Fleet Command. While UESPA already existed in the 2060s according to VOY: "Friendship One", Starfleet was presumably founded in the mid-2130s, as Jonathan Archer gave some thought to join the Earth Cargo Service a few years before Starfleet was chartered, and 2134 was his senior year in college. Starfleet must have existed in 2136, as Margaret Mullin turned down Archer's proposal of marriage, since she did not want to become a "Starfleet widow." (ENT: "Vox Sola", "Horizon", "Twilight") (English)

Admiral Archer was still getting used to the sight of him in the new Federation Starfleet uniform. Although the various space agencies of the UFP’s five founding members still existed and oversaw their own ships and specialties within the combined fleet they jointly administered, they’d agreed they should adopt a common uniform with elements reflecting all its member states.
