Uploader says According to the source [...] the image is in the public domain. If however the source is incorrectly stating so, then instead the use is fairuse for the article Horace Mann Bond. It is fair use because the subject is dead and the photo is too small and of too low resolution to be commercially valuable. on the file page. Checking the source at https://www.blackpast.org/african-american-history/bond-horace-mann-1904-1972/ today, it now claims the image to be fair use rather than public domain. If this image is not in the public domain, Commons cannot host it, Commons does not host COM:FAIRUSE images.
